A policy is needed that can increase the relevance of Vocational Training Centre to the needs of the world of work, business and industry. This study uses qualitative research methods with a case study approach which aims to study intensively about the background of the problem of unemployment and how link and match policies can be a solution to the problem ofunemployment. The results in this study will provide a broad and in-depth picture of link and match policy, namely the existence of the Link and Match Vocational Training can find out what competence is most needed by the workforce and what is the most needed competence in the world of work.

Where currently a leader does not need to meet face to face but can use various applications to move the people he leads. In the adaptive code of behavior, a person is considered to be able to adapt when he is able to accept and be able to face change, be proactive in overcoming the demands of change and be innovative in responding to the competition he faces. But nowadays, where the demands for change are moving so fast, sometimes it is limited by slow leadership movements which should be balanced with agile leadership in responding to uncertainty/ambiguity in dealing with uncertain, uncertain and complex situations. Therefore, in research using descriptive conceptual method, the author tries to describe several theories about agile leadership. agile, agile and pro-active which is a must in responding to the challenges of global change, especially in the VUCA era to create an adaptive bureaucracy. The focus of current study is to understand the affect of Training and Development on Organizational performance. The back bone of this study is the secondary data comprised of comprehensive literature review. One Hypotheses are developed to see the Impact of all the independent variables on the overall Organizational Performance. The Hypotheses show that Training and Development has significant affect on Organizational Performance. These Hypotheses came from the literature review and we have also proved them with the help of literature review. Results show that Training and Development affect on Organizational Performance and has positively affect the Organizational Performance. It means it increases the overall organizational performance. We also prove our Hypothesis through empirical data. However, results are strongly based on the literature review

At this time, unexpectedly, Indonesia and the rest of the world received a pandemic attack through the corona virus (Covid-19) which resulted in almost the entire world requiring all work to be carried out from home, including training activities carried out from their respective homes. One way to carry out these activities can be used online media which of course is very flexible for time and place, so this activity needs to be developed and measure the extent to which clinic coaching activities are carried out effectively using Rencana Tindak Lanjut (RTL). Participants in clinic coaching activities are P4S who are given assignments by related agencies or direct calls from the Pusat Pelatihan Manajemen dan Kepemimpinan Pertanian (PPMKP) as organizers of clinic coaching to improve the skills, abilities, and competence of administrators or trainers at P4S for prospective apprentices at P4S.
- ItemAnalisis Efektivitas Rencana Tindak Lanjut Peserta Pelatihan(PPMKP, 2020-09) HARDJONO, Widi; PPMKPThis evaluation was conducted at Agricultural for Management and Leadership Training Center - Ciawi, Bogor at 2020. Descriptive qualitative method is used to analyze the information (secondary data) obtained from the reports of the Agricultural Training in 2013 and 2015. Each of agricultural training was participated by at least 30 participants. Based on the observation, the Action Plan could not be implemented as planned because of several factors such as health problems, lack of support, too much work to be covered, duty changes and time constraints. Due to the following reasons which are the low number of participant joining the agricultural training from the same specific division on the office, changes in the priorities of the activities, and/or most of the participants work as extension services, the Action Plan which had been written by each participants therefore could not be used to measure the work performance of the whole institute or organization where participants work, because the Action Plan are implemented only by few and not representative of the population.
- ItemAnalisis Hasil Evaluasi Pembelajaran pada Pelatihan Dasar CPNS(PPMKP, 2020-09) WIBAWA, Winny Dian; PPMKPThe objectives of this research are to analyze the results of learning evaluation consists of (1) knowledge improvement (gain) on substances of training courses, and (2) relation of facilitator competency to learning evaluation results. This research conducted to the participants of Basic Training of Government 3rd level Employee Candidates of Ministry of Agriculture, batch 9, 10, 11 and 12, conducted at Center for Management and Leadership Training of Agriculture in 2019. Total samples of 114 are randomly chosen from 160 participants. Using t-test to analyse knowledge improvement (gain) between pre test and post test indicated that knowledge of participants are significantly increased 51 %. There is a correlation between post test and facilitators’competence (r=0,383), however there is no corelation between post test results with final examination’s results.

In its journey, farmers as the main actors are a source of knowledge and experience that can be utilized to develop agriculture in Indonesia in particular. It is time for a farmer to study with farmers so that there is an ease in transferring knowledge. However, with the development of the era of work as a farmer is not interesting to be cultivated, so the need for the support of relevant agencies and farmers who are members of farmer groups to be able to increase “the love” of the millennials generation and convince the millennial that farming is a business that can be calculated. It takes creativity from the heads of farmer groups to be able to attract the interest of the wider community, which is supported by the sophistication of agricultural technology, expertise, and knowledge that can be realized in a training activity for millennials to want to grow crops and become a training center (P4S). Full support must also be provided through the Regional Government and the Central Government in this case the Ministry of Agriculture which is the executor to be able to develop agricultural resources, especially in Semarang, Central Java.

Employees who have high productivity are employees who perform optimally so that they can improve organizational performance. To obtain quality training, it is necessary to an alyze the appropriate training needs to support organizational units through analysis and identification of problems or issues from the organization. The purpose of this study is to analyze and identify training needs at the organizational level in the Ministry of Energy and Mineral Resources. The method used in this research is descriptive qualitative, which is a research method used to solve actual problems by collecting, compiling, classifying, analyzing, and interpreting data. Data collection techniques were carried out through questionnaires and interviews with 11 echelon 1 units including the Secretariat General, Inspectorate General, Directorate General of Oil and Gas, Directorate General of Mineral and Coal, Directorate General of Electricity, Direct orate General of EBTKE, Research and Development Agency, Human Resources Development Agency, Geology Agency, BPH Migas , and the National Energy Council. The analysis is carried out by collecting data and information regarding challenges, obstacles, issues, and problems as a reference in developing employee competencies. From the results of this study, it was found that the training needed for the organizational level was training to serve effectively, efficiently and oriented to results. The Ministry of Energy and Mineral Resources also requires employees who have competence in technology and information management, as well as accountable budget management. In addition, with the reorganization from structural to functional positions, debriefing training is also needed for the transformed functional staff. Every civil servant has 3 types of competence, namely managerial, sociocultural, and technical. ASN managerial competence refers to the PANRB Ministerial Regulation No. 38 of 2017 which states that every civil servant has 8 managerial competencies (Integrity, Cooperation , Communication, Results Orientation, Public Service, Self and Other People Development, Managing Change, and Decision Making) and 1 social competence culture, namely the National Adhesive. In addition, every ASN has the right to develop competencies of at least 20 JP/year. However, the employee must receive the necessary training to improve the competence of the position and organizational performance. Therefore, employees need to measure their competence in accordance with the level of position occupied. The purpose of this research is to identify the right type of training for employees in improving managerial and sociocultural competence. One method that can be done is by assessing competence through an assessment center. Competency assessment was carrie d out to 241 employees in structural, functional, and implementing positions with multi -simulation in order to obtain accurate results. From the results of the study, it was found that all employees are competent in integrity competence, but it is necessary to develop competence for several employees with training priority in order of competence in decision -making, communication, managing change, self-development and other people, national glue, cooperation, orientation to results. , as well as public services
- ItemAnalisis Kebutuhan Pengembangan Model Pembelajaran Jarak Jauh pada Pelatihan Tata Naskah Dinas dengan Aplikasi PINTAR(PPMKP, 2022-09) ZENO, Muhammad Farid; PPMKPThe distance learning model is a learning model where the instructor and participants are in different places. During the COVID-19 pandemic, this learning model is very popular. This is because they do not meet face -to- face, thus minimizing physical contact. However, there has been no in-depth analysis regarding the development of this learning model in the Official Correspondence Training (Pelatihan Tata Naskah Dinas), especially by integrating it into learning management system (LMS) called PINTAR (Portal Informasi Pendidikan dan Pelatihan Terpadu/Integrated Education and Training Portal). Therefore, it is very imperative to analyze the needs for the development of the learning model, thus it can be applied for the development of innovative and effective e - learning models. The research was carried out within the Ministry of State Secretariat, with a period of 1 month. The subjects of the study were prospective Civil Servants (CPNS) within the Ministry in 2020, totaling 40 people. The data collection technique uses a survey method with a research inst rument in the form of a questionnaire that is integrated into electronic media. The data analysis technique used is descriptive statistical analysis and qualitative descriptive. The results showed that the dominant learning style favored by the respondents was visual. The majority of respondents stated that the model is a fun thing. This is an early indication that the model provides advantages such as not having to be in the same place or at the same time between the teacher and the participants. The model is feasible to be further developed for the training by using video-based learning media uploaded on YouTube, then integrated into PINTAR. Thus, the participants can still enjoy the performance of YouTube-based videos, and their learning progress is still recorded by PINTAR.

BBPP Ketindan innovated by adding vegetables to the mocaf noodle mixture, which is moringa, broccoli, and mustard greens. To find out the feasibility, there are two analysis there are Break Event Point Analysis and R/C Ratio. The results is the vegetable mocaf noodle business was profitable.
- ItemAnalisis kelayakan usahatani kembang kol (Brassica Oleracea Botrytis) di BPPSDMP Kalimantan Timur(PPMKP, 2023-03) MUTTAQIM, DanielCauliflower (Brassica oleracea var. botrytis) including luxury vegetables whose selling price is the highest compared to other types of cabbage or vegetables, for farmers an attractive income is the main goal to meet their needs so that farmers want to plant a commodity. The purpose of this study was to determine production costs, income, business feasibility, and the break-even point of cauliflower farming. The research was carried out from March to May 2021, at the BPPSDMP East Borneo. Determination of respondents is done Purposive, The analytical method used is the analysis of costs, income, and business feasibility analysis. The results of the study show that the total production cost of the respondents on average is Rp 5,913,822.69 per season or Rp 29,084,373.86 per hectare, the average revenue of Rp 12,333,333.33 per season or Rp 60,655,737.70 per hectare so that the average income is Rp 6,419,510.65 per season or Rp 31,571,363.84 per hectare, for the break-even point the price is Rp 9,590 per kg and the break-even point for total production is 520 kg. seen from the business feasibility (R/C) ratio, namely the comparison between income and costs, the value is 2.08, so cauliflower farming is feasible to develop because R/C ≥ 1

The results show the following. Development of e-learning is connected to development, technical improvement and also better affordability of computers. The creation of internet and world wide web (www) give a new perspective of e-learning, from Computer-Based Training (CBT) becomes Web-Based Training (WBT). New programs were created not only to teach, but also to allow the communication between the teacher and the student. Several factors affect the success of the implementation of e-learning. These factors are grouped into three groups. The first group consists of factors that relate with the system used for e-learning including the supporting infrastructures for the system. The second group consists of factors that have connection with the contents and information which will be given during the e-learning process. The third group consists of factors that relate with the user readiness of the system and also management and staff who will facilitate and support the implementation of e-learning. To be successful, institutions which will implement e-learning should consider the balanced preparation of those three groups of success factors of the implementation of elearning.

COVID-19 spreads in Indonesia in February 2020. The spread of this virus has caused changes in both economic and social orders. In the field of education, COVID-19 affects also by drastically changing the learning model; all learning activities are carried out online. This research is a qualitative descriptive study that describes online learning activities at the Agricultural Management and Leadership Training Center (PPMKP). Data collection using interviews. Based on the results of interviews, learning activities in online mode at the Agricultural Management and Leadership Training Center (PPMKP) have been effective by taking advantage of innovations in digital information technology developments in the form of the Zoom, Google Classroom, Google Drive, Google Doc, Discor, Kahoot, Quizzis and Sli.do applications. . Obstacles in the implementation of online learning are the problem of internet connection that is not supportive and interactive for participants.

This study aims to improve program achievements, in order to obtain optimal program achievements. This study uses interviews, observation and document studies, using structural officials related to organizing training as the main data source. Data were analyzed using descriptive qualitative analysis. The results of the study show this research is good and supports the preparation of prospective health program trainers. This study also suggests overcoming the problems found in the study.
- ItemDeterminan pengungkit kinerja dengan mediasi motivasi pada Tenaga Harian Lepas di BBPP Batangkaluku(PPMKP, 2022-09) MAKMUR, Andi Amal Hayat; PPMKPThis study aims to determine the determinant factors that influence performance by paying attention to motivation as an intermediate variable. The data analysis technique used is an analysis based on the Structural Equational Model (SEM) with Partial Least Square (PLS). The results of this study indicate that there is a direct positive and significant influence of Leadership Style, Employee Placement, and Work Environment on Employee Performance. From this research, it was also found that motivation significantly mediates the direct influence of Leadership Style, Employee Placement, and Work Environment on Employee Performance. The implication of the findings in this study is for companies to continue to take action regarding the importance of Leadership Style, Employee Placement, and Work Environment. Involving employees in making decisions will make employees feel more like themselves as part of the company. Always open opportunities for employees to show their potential, maintain good relationships with fellow employees and superiors to create a conducive working environment and encourage work motivation.

The location of the office at Tugu Kidul Jl. Mangkubumi No. 48 Yogyakarta and now the Center for Research and Development of Social Welfare Services (B2P3KS) Yogyakarta is led by Dr. Oetami Dewi. The purpose of the research is to find out the change in the name of the institution, the characteristics of leaders and the productivity of Scientific Papers (KTI) as well as the facilities and facilities owned by the institution. Types of case study research, location in Yogyakarta, informants selected purposively and snowball, data collection with in-depth interview guides, observations, document studies and the internet. Qualitative descriptive data analysis. Conclusion: B2P3KS is the first social research institution in Indonesia (NKRI), experiencing the dynamics of changing the name of the institution five times, has a complex leadership history 16 times, the productivity of Scientific Papers (KTI) in accordance with 26 types of People with Social Welfare Problems (PMKS), experiencing a sharp decrease in the number of human resources (51.5%) from 163 in 1986 to 79 employees in 2020. The recommendation t o the Ministry of Social Affairs is to make B2P3KS Yogyakarta as the Center of Amdas to handle 26 types of PMKS, so that the Ministry of Social Affairs program is more effective and efficient.

Podcasts can be a source of innovative dissemination for extension workers. In particular, it supports the remote dissemination of information carried out by extension workers. Research on podcasting on BP2TP is limited, especially in Indonesia. For this reason, this research using a descriptive methodology seeks to contribute to the development and use of the podcast medium as a dissemination medium, by exploring podcast technology and understanding the adoption of podcasting technology. Through this research, it is hoped that the dissemination of innovation can encourage the use of podcasts, disseminate innovation information, create educational content and provide the necessary facilities for the realization of the dissemination of agricultural technology innovations.

The research was conducted in PPMKP Ciawi – Bogor. The population was employees of frontliner section who already attended the Frontliner Skills training of employees. The primary data was obtained via questionnaire to 40 respondents which then analyzed using simple regression analysis. The conclusion of this research is that the competence-based training has positive significant influence to the performance. It means that the better implementation of competence-based training will result in the improvement of employee’s performance
- ItemEfektivitas Coaching Online atau daring pada Peserta Pelatihan Dasar CPNS Golongan II di Pusat Pelatihan Manajemen dan Kepemimpinan Pertanian(PPMKP, 2022-03) FRISTIANNISA, Fadia Hanum; ADIA, Viera Restuani; ; PPMKPBasic Training for Civil Servant Candidates is a must which is carried out in accordance with the mandate of LAN Regulation No. 1 of 2021 concerning Basic Civil Servant Training, this regulation is a regulation that has been designed according to the times and in accordance with the situation and conditions of the Covid 19 Pandemic that hit the whole world. Therefore, this basic training activity was carried out using the blended learning method. However, in reality, the implementation of this new learning method encountered many obstacles, which could come from the teachers, participants, or from each participating institution. The majority of participants are new people working in the government sector, they still do not know and lack information related to the problems faced by their respective organizations, plus basic training learning is carried out fully online for Group II participants. As a coach, of course, this is a challenge in conveying the intent, purpose, and usefulness of actualization for participants and organizations online and requires extra time and energy in explaining, because it is important to know that face -to-face and online learning are very different. Based on the results of research that has been carried out, it has been found that the answer is that online coaching activities can be said to be effective with various indicators that are used as the basis for determining whether online coaching activities are effective or not.
