CPNS Basic Training aims to develop CPNS competencies that are carried out in an integrated manner. Competence is measured based on the ability to show state defense behavior; actualize the basic values of civil servants in carrying out their duties; actualize the position and role of civil servants within the framework of the Unitary State of the Republic of Indonesia; and demonstrate mastery of the required Technical Competencies in accordance with the field of duty. While integrated means that the implementation of CPNS Basic Training combines classical and non - classical training; and Social Cultural Competence with Field Competence. Blended learning is an alternative solution to overcome the weaknesses of online learning and face -to-face learning in order to produce an effective, efficient, and enjoyable learning series for trainees without shifting old learning theories. Various studies by researchers al so show that blended learning learning mechanisms have a high impact on outcomes compared to online or face -to-face learning. In order to complete the deepening or expansion of the training material, classical learning plays an important role. In addition, classical learning also offers an active interaction between the facilitator and participants so that strengthening the understanding of the training can be more effective. Thus, the combination of classroom learning methods (classical) and e -learning using blended learning becomes an effective solution in the CPNS Latsar.
