Abstract
Leadership in the digital era is certainly different from traditional leadership in the previous era. Where currently a leader does not need to meet face to face but can use various applications to move the people he leads. In the adaptive code of behavior, a person is considered to be able to adapt when he is able to accept and be able to face change, be proactive in overcoming the demands of change and be innovative in responding to the competition he faces. But nowadays, where the demands for change are moving so fast, sometimes it is limited by slow leadership movements which should be balanced with agile leadership in responding to uncertainty/ambiguity in dealing with uncertain, uncertain and complex situations. Therefore, in research using descriptive conceptual method, the author tries to describe several theories about agile leadership. agile, agile and pro-active which is a must in responding to the challenges of global change, especially in the VUCA era to create an adaptive bureaucracy. The results of the study indicate that the challenge in realizing an agile leader in realizing an adaptive bureaucracy is due to the still trapped S tate Civil Apparatus in a rigid, hierarchical Weberian bureaucratic system where decisions are concentrated on the top leadership, thus closing the opportunity for members they lead in implementing the concept of a more comprehensive public service.
