Pertanian Terintegrasi Menuju Ketahanan Pangan & Energi Dalam Pertanian Bioindustri Berkelanjutan(Balai Besar Penelitian Tanaman Padi, 2015-10) Mejaya, Made Jana; Wardana, Putu; Kusdiaman, Dede; Balai Besar Penelitian Tanaman PadiPertanian yang berkelanjutan merupakan sistem pertanian menyeluruh yang didalamnya melibatkan tidak hanya faktor petani, produksi atau saprodi pertanian saja, tetapi juga mengintegrasikan sistem politik, ekonomi dan sosial. Sementara pengembangan bioindustri berkelanjutan menerapkan konsep biorefi nery yang terdiri dari beberapa tahapan proses untuk menghasilkan produk, dengan menggunakan residu proses sebagai sumber energi. Tiga program Kementerian Pertanian dalam pengembangan teknologi yang inovatif dan adaptif terhadap pemanasan global meliputi 1) eksplorasi, pemanfaatan dan rekayasa sumber daya genetik untuk merakit varietas unngul baru yang adaptif dan atau tahan, 2) optimalisasi dan efi siensi sumber daya lahan dan air melalui intensifi kasi dan ekstensifi kasi (selektif) berbasis tata kelola lahan dengan menggunakan teknologi pengelolaan lahan dan air, pemupukan dan konservasi; 3) optimalisasi dan efi siensi karbon, biomassa, limbah organik dan zero waste. Pertanian efi sien karbon (CEF) di Indonesia menerapkan strategi diantaranya mengembangkan pilot plan sistem pertanian dan teknologi ramah lingkungan pada skala terbatas (100 ha) dengan konsep CEF yang mempunyai produktivitas padi dan sapi yang tinggi, namun rendah emisi GRK dan ramah lingkungan. Hasil kajian CEF menunjukkan bahwa total emisi CO2e adalah sebesar 2504,5 t/ha/musim. Rata-rata emisi CO2e yang dilepaskan mencapai 28,8 t/ha/musim. Sementara total CO2e yang diserap tanaman padi sebanyak 20,4 t/ha/musim. Berdasarkan data-data tersebut maka emisi CO2e yg dapat diturunkan adalah sebesar 28,8 – 20,4 = 8,2 t/ha/musim. Kajian CEF dari peternakan menunjukkan bahwa kadar NH3 di dalam rumen untuk sapi, dengan pemberian beberapa tepung pakan yang berbeda, memiliki nilai yang setara (5,93- 8,89 mM).

Various efforts and technological innovations have been developed to improve the productivity of rice. One of the efforts is by utilizing superior hybrid variety of rice seeds. Hybrid rice will grow well if cultivated in appropriate biophysical areas. Malang is the biggest regency which cultivates hybrid rice about 34 108 hectare. A decent biophysical district which has developed hybrid rice in Malang is Pagelaran, notably at Clumprit village. The objective of this research was to analyze cost structure, economic benefits and the magnitude contributions of hybrid and inbred rice farming on household economics. Method used in this research was cost structures analysis, comprosing two cost types which were cash and non-cash costs. Economic benefit analysis was used to understand the benefits of increased income, labor absorption and farm input savings. Income contribution analysis of household farmers emanated from rice farmings, non-rice farmings, livestock enterprises and other farmings. The result of the research revealed that each growing season the average of total cost of hybrid rice farming per hectare was bigger than that of inbred rice farming. Cost component that generated higher costs of hybrid rice was the cost of fertilizers, biocides and labors. Total revenue, earning, and R / C ratio of hybrid rice farming were higher than that of inbred rice farming. Income increase earned by farmers of Clumpit village reached IDR 16 million per year whereas labor absoption was about 213 people in a growing season. Benefit value of labor absorption reached IDR 218 million per growing season or IDR 436 million per year. The utlilization of hybrid rice could save production cost of IDR 88 million per year if all rice fields in Clumprit village were cultivated with hybrid rice. From various income received by farmers, it could be obtained a farming contribution of hybrid rice on household income as much as 48.18%.

Belajar dari pengalaman itu, Badan Litbang Pertanian berupaya menghasilkan inovasi yang mampu meningkatkan produksi dan pendapatan petani tanpa merusak kualitas lahan dan lingkungan. Inovasi tersebut kemudian populer disebut Pengelolaan Tanaman Terpadu (PTT), sejalan dengan tuntutan revolusi hijau lestari yang lebih mengedepankan peningkatan pendapatan petani dan pelestarian sumber daya alam. PTT adalah pendekatan dalam budi daya tanaman dan berperan penting dalam meningkatkan produksi padi dalam beberapa tahun terakhir. Keberhasilan program P2BN (Peningkatan Produksi Beras Nasional) yang diimplementasikan sejak 2007 tentu tidak dapat dipisahkan dari pengembangan PTT padi sawah. Untuk mempertahankan swasembada beras yang telah berhasil diraih kembali pada tahun 2008, Badan Litbang Pertanian terus berupaya mengembangan inovasi teknologi padi dengan pendekatan PTT.
