Pertanian Terintegrasi Menuju Ketahanan Pangan & Energi Dalam Pertanian Bioindustri Berkelanjutan(Balai Besar Penelitian Tanaman Padi, 2015-10) Mejaya, Made Jana; Wardana, Putu; Kusdiaman, Dede; Balai Besar Penelitian Tanaman PadiPertanian yang berkelanjutan merupakan sistem pertanian menyeluruh yang didalamnya melibatkan tidak hanya faktor petani, produksi atau saprodi pertanian saja, tetapi juga mengintegrasikan sistem politik, ekonomi dan sosial. Sementara pengembangan bioindustri berkelanjutan menerapkan konsep biorefi nery yang terdiri dari beberapa tahapan proses untuk menghasilkan produk, dengan menggunakan residu proses sebagai sumber energi. Tiga program Kementerian Pertanian dalam pengembangan teknologi yang inovatif dan adaptif terhadap pemanasan global meliputi 1) eksplorasi, pemanfaatan dan rekayasa sumber daya genetik untuk merakit varietas unngul baru yang adaptif dan atau tahan, 2) optimalisasi dan efi siensi sumber daya lahan dan air melalui intensifi kasi dan ekstensifi kasi (selektif) berbasis tata kelola lahan dengan menggunakan teknologi pengelolaan lahan dan air, pemupukan dan konservasi; 3) optimalisasi dan efi siensi karbon, biomassa, limbah organik dan zero waste. Pertanian efi sien karbon (CEF) di Indonesia menerapkan strategi diantaranya mengembangkan pilot plan sistem pertanian dan teknologi ramah lingkungan pada skala terbatas (100 ha) dengan konsep CEF yang mempunyai produktivitas padi dan sapi yang tinggi, namun rendah emisi GRK dan ramah lingkungan. Hasil kajian CEF menunjukkan bahwa total emisi CO2e adalah sebesar 2504,5 t/ha/musim. Rata-rata emisi CO2e yang dilepaskan mencapai 28,8 t/ha/musim. Sementara total CO2e yang diserap tanaman padi sebanyak 20,4 t/ha/musim. Berdasarkan data-data tersebut maka emisi CO2e yg dapat diturunkan adalah sebesar 28,8 – 20,4 = 8,2 t/ha/musim. Kajian CEF dari peternakan menunjukkan bahwa kadar NH3 di dalam rumen untuk sapi, dengan pemberian beberapa tepung pakan yang berbeda, memiliki nilai yang setara (5,93- 8,89 mM).

Various efforts and technological innovations have been developed to improve the productivity of rice. One of the efforts is by utilizing superior hybrid variety of rice seeds. Hybrid rice will grow well if cultivated in appropriate biophysical areas. Malang is the biggest regency which cultivates hybrid rice about 34 108 hectare. A decent biophysical district which has developed hybrid rice in Malang is Pagelaran, notably at Clumprit village. The objective of this research was to analyze cost structure, economic benefits and the magnitude contributions of hybrid and inbred rice farming on household economics. Method used in this research was cost structures analysis, comprosing two cost types which were cash and non-cash costs. Economic benefit analysis was used to understand the benefits of increased income, labor absorption and farm input savings. Income contribution analysis of household farmers emanated from rice farmings, non-rice farmings, livestock enterprises and other farmings. The result of the research revealed that each growing season the average of total cost of hybrid rice farming per hectare was bigger than that of inbred rice farming. Cost component that generated higher costs of hybrid rice was the cost of fertilizers, biocides and labors. Total revenue, earning, and R / C ratio of hybrid rice farming were higher than that of inbred rice farming. Income increase earned by farmers of Clumpit village reached IDR 16 million per year whereas labor absoption was about 213 people in a growing season. Benefit value of labor absorption reached IDR 218 million per growing season or IDR 436 million per year. The utlilization of hybrid rice could save production cost of IDR 88 million per year if all rice fields in Clumprit village were cultivated with hybrid rice. From various income received by farmers, it could be obtained a farming contribution of hybrid rice on household income as much as 48.18%.

- ItemKelayakan Usaha tani dan Respon Petani Padi - Padi - Kacang Hijau IP 300 di Kabupaten Karawang dan Cilacap(Balai Besar Penelitian Tanaman Padi, 2018-12-01) Widyantoro; Wardana, PutuAbstrak Budidaya padi - padi - palawija kacang hijau IP 300 sudah dipraktikkan petani di Karawang dan Cilacap, namun petani belum mengetahui kelayakan usaha taninya, baik secara teknis maupun ekonomis. Kelayakan ekonomis usaha tani padi - palawija bisa memberikan gambaran nilai pendapatan dan keuntungan yang diperoleh serta pada tingkat harga dan produksi berapa usaha tani padi - palawija harus diproduksi oleh petani. Penelitian analisis kelayakan usaha tani padi - padi - palawija kacang hijau IP 300 dilakukan pada bulan Juni - Juli 2011 di Kabupaten Karawang dan Cilacap dengan tujuan untuk menganalisis secara finansial kelayakan usaha tani padi - padi - palawija IP 300 dan melihat keragaan kegiatan usaha tani padi - padi - palawija kacang hijau IP 300 jika produktivitas dan harga yang menjadi dasar analisis berubah. Metode deskriptif analisis digunakan sebagai metode dasar dalam penelitian, sedangkan pengumpulan data dilakukan dengan menggunakan metode survei. Penentuan lokasi penelitian dilakukan secara sengaja (purposif) dengan pertimbangan lokasi penelitian sudah menerapkan budidaya padi - palawija kacang hijau IP 300, sedangkan pengambilan sampel responden dilakukan secara acak sederhana (simple random sampling). Metode analisis yang digunakan adalah imbangan penerimaan dan biaya (B/C ratio) dan titik impas produksi dan harga (break even yield and price). Hasil penelitian menunjukkan secara finansial usaha tani padi - padi - palawija IP 300 di Karawang dan Cilacap pada MT 2010/2011 menguntungkan petani dan layak untuk diteruskan. Hal ini ditunjukkan pada pendapatan bersih dan Gross B/C ratio yang diperoleh pada setiap musim tanam masing-masing lebih besar dari nol (positif) dan satu. Keberadaan usaha tani padi - padi - palawija kacang hijau IP 300 relatif stabil terhadap terjadinya penurunan tingkat produktivitas dan harga, karena walaupun terjadi penurunan produktivitas dan harga yang lebih besar usaha tani padi - palawija khususnya kacang hijau tersebut masih layak untuk diteruskan. Petani respon terhadap keberadaan pola tanam padi - padi - palawija kacang hijau IP 300 karena bisa menambah pendapatan dengan memanfaatkan waktu dan air irigasi serta secara teknis dapat memutus siklus hama dan penyakit padi dan hasil padi meningkat setelah tanam palawija khususnya kacang hijau. Abstract Feasibility and response of farmers rice - rice - mungbean farming cropping index 300 in Karawang and Cilacap district. Rice - rice - mungbean cultivation of Cropping Index (CI) 300 was applied by farmers in Karawang and Cilacap, but they have not known both economic and technical feasibility of rice - mungbean farming. Economic feasibility of rice - rice - mungbean farming could give the description of incomes and profits and describe in which level of price and production rice - rice - mungbean farming could be produced by farmers. The research of rice - rice - mungbean farming CI 300 had been conducted since June to July 2011 in Karawang and Cilacap Districts. The aims of the research were to analyze the financial feasibility of rice - rice - mungbean farming CI 300 and to analyze the performance of CI 300 when the productivity and price as basic analysis were changed. Descriptive analysis was used as basic method in this research, while the data was collected using survey method. The study site of the research was determined deliberately with considering that the study sites of this research had been planted CI 300, while the samples of respondent were taken by using simple random sampling. Analysis methods used in this research were benefit cost ratio (B/C ratio) and break even yield and price. The research showed that financial feasibility on rice - rice - mungbean farming of CI 300 in Karawang and Cilacap in planting season (PS) 2010/ 2011 could give profits for farmers and deserved to be applied continuously. It can be shown from the net income and Gross B/C ratio on each planting season that were greater than zero (positive) and one. The presence of rice - rice - mungbean farming CI 300 was relatively stable to the decline in productivity and price levels, because though there were the decline in productivity and higher price, the rice - rice - mungbean farming was deserved to be applied continuously. Farmers response to the existence of CI 300 rice cropping pattern because it can increase income by utilizing irrigation time and water and technically can break cycle of pest and disease of paddy and paddy yield increase after planting crops especially mungbean. 15
- ItemPedoman Umum PTT Padi Sawah(Badan Penelitian dan Pengembangan Pertanian, 2015) Zaini, Zulkifli; Abdurrahman, Sarlan; Widiarta, Nyoman; Wardana, Putu; Setyorini, Diah; Kartaatmadja, S.; Yamin, MohamadDi era revolusi hijau, pengembangan varietas unggul yang dibudi-dayakan dengan input kimia secara tidak terkendali untuk memacu produksi padi ternyata menurunkan kualitas lahan, lingkungan, danefisiensi sistem produksi, sehingga keuntungan yang diperoleh petani dari usahatani padi relatif tidak seimbang dengan biaya dan tenaga yang diinvestasikan. Belajar dari pengalaman itu, Badan Litbang Pertanian berupaya menghasilkan inovasi yang mampu meningkatkan produksi dan pendapatan petani tanpa merusak kualitas lahan dan lingkungan. Inovasi tersebut kemudian populer disebut Pengelolaan Tanaman Terpadu (PTT), sejalan dengan tuntutan revolusi hijau lestari yang lebih mengedepankan peningkatan pendapatan petani dan pelestarian sumber daya alam. PTT adalah pendekatan dalam budi daya tanaman dan berperan penting dalam meningkatkan produksi padi dalam beberapa tahun terakhir. Keberhasilan program P2BN (Peningkatan Produksi Beras Nasional) yang diimplementasikan sejak 2007 tentu tidak dapat dipisahkan dari pengembangan PTT padi sawah. Untuk mempertahankan swasembada beras yang telah berhasil diraih kembali pada tahun 2008, Badan Litbang Pertanian terus berupaya mengembangan inovasi teknologi padi dengan pendekatan PTT.
