Dampak Pandemi Covid-19: Perspektif Adaptasi dan Resiliensi Sosial Ekonomi Pertanian

Pusat Sosial Ekonomi dan Kebijakan Pertanian (PSEKP) memandang perlu menghimpun pemikiran dari para peneliti untuk turut serta memberikan alternatif kebijakan bagi penanganan dampak pandemi Covid-19 di sektor pertanian, agar sektor ini dapat terus memerankan fungsinya sebagai penyangga ekonomi nasional. Sektor pertanian harus mampu melakukan adaptasi pada kondisi new normal dan mempertahankan, bahkan meningkatkan resiliensinya, agar tetap memiliki kemampuan dan kapasitas untuk (1) memproduksi pangan yang cukup bagi pemenuhan kebutuhan konsumsi masyarakat untuk dapat hidup sehat, cerdas, aktif, dan produktif; (2) menyediakan kesempatan kerja produktif sebagai sumber mata pencaharian utama penduduk perdesaan; dan (3) menyediakan bahan baku industri dan ekspor produk pertanian dalam upaya membangkitkan perekonomian nasional. Pemikiran para peneliti dan pejabat fungsional lain dari PSEKP serta lingkup Kementerian Pertanian (Balai Besar Litbang Pascapanen Pertanian, Balai Besar Sumberdaya Lahan Pertanian, Direktorat Jenderal Peternakan, Badan Ketahanan Pangan) dihimpun dalam buku dengan judul "Dampak Pandemi Covid-19: Perspektif Adaptasi dan Resiliensi Sosial Ekonomi Pertanian." Buku Bunga Rampai terdiri dari empat bagian, yaitu (1) ekonomi makro dan perdagangan komoditas pertanian, (2) manajemen agribisnis pangan dan pertanian, (3) sosial ekonomi dan kelembagaan pertanian, dan (4) adaptasi dan resiliensi sektor pertanian. Buku ini terdiri dari 44 artikel yang telah di-review oleh para pakar di bidang sosial ekonomi pertanian yang berpengalaman sebagai peneliti dan juga di birokrasi, seperti Wakil Menteri Pertanian periode 2011‒2014, para mantan pejabat eselon I di Kementerian Pertanian dan Kementerian Kelautan dan Perikanan, dan para peneliti senior.
Dinamika Harga Beras Dunia dan Prospek Ekspor Beras Indonesia

Prospek produksi beras tahun 2025 yang menjanjikan di hampir seluruh negara produsen beras yang dipadukan dengan kebijakan relaksasi pembatasan ekspor beras dan gandum India; telah menekan harga beras global ke titik terendah. Berdasarkan data Thai Rice Exporters Association, harga beras broken 5 persen India per tanggal 14 Mei 2025 sekitar US$381- 385 per ton; beras Pakistan dengan kualitas yang sama sekitar US$389-393 per ton; beras Vietnam US$397-US$401 ton; dan beras Thailand US$428 per ton. Dengan menggunakan kurs Rp16.000 per dolar Amerika Serikat, maka harga beras di pasar internasional sekitar Rp6.096-Rp6.848 per kg. Data World Bank menunjukkan harga beras bulan Januari 2024 sempat tercatat US$660 per ton dan bulan April 2025 US$415 per ton atau turun sekitar 37 persen. Penurunan harga beras di pasar global di satu sisi sangat menguntungkan negara importir, khususnya wilayah Afrika yang sensitif terhadap harga; namun di sisi lain menekan pendapatan petani padi di negara produsen.

Buku ini bertujuan mendukung kelancaran implementasi program berdasarkan kendala yang dihadapi dalam pembangunan lahan rawa, yaitu petani terbiasa berusahatani secara tradisional dan tidak mudah menerima teknologi anjuran. Maka, pembangunan lahan rawa ke depan perlu memotiviasi petani agar mengimplementasikan teknologi anjuran/teknologi keras (hard technology) melalui teknologi lunak (soft technology). Teknologi adalah keseluruhan sarana, benda (hard technology) maupun bukan benda (soft technology) yang diciptakan secara terpadu melalui proses kreasi serta pemikiran untuk mencapai suatu nilai/tujuan.
