Abstract
This study was aimed at finding out the problem and formulating the strategy to increase the learning process by describing the learning system which has been implemented and observing the internal and external aspects for formulating the strategy of learning system improvement. The study was a qualitative descriptive. The data were collected through observation, interviews, documentation and triangulation (combined). The data were analyzed in qualitative descriptive analysis, analysis of internal and external strategic SWOT, and the formulation of the strategy with SWOT matrix. The results showed that the existence of problems in the management of human resources, infrastructure, finance, and the effectiveness of the system of quality assurance unit. External strategic factors have more potential than internal strategic factors.
