dc.description.abstractAbstrak Sistem perbenihan padi merupakan komponen krusial dalam mendukung ketahanan pangan nasional dan meningkatkan produktivitas sektor pertanian. Penelitian ini bertujuan untuk menganalisis efektivitas tata kelola sistem perbenihan padi, mencakup rantai produksi, distribusi, hingga sertifikasi mutu benih di tingkat petani. Metode yang digunakan adalah pendekatan kualitatif dengan studi literatur dan wawancara mendalam terhadap pemangku kepentingan kunci. Hasil kajian menunjukkan bahwa ketersediaan benih bermutu (varietas unggul teruji) secara tepat waktu, tepat jumlah, dan harga terjangkau masih menghadapi kendala pada aspek rantai pasok dan kelembagaan penangkar benih lokal. Penguatan pengawasan mutu, digitalisasi sistem sertifikasi, serta kemitraan yang solid antara pemerintah, produsen benih, dan kelompok tani menjadi strategi utama dalam mengoptimalkan adopsi benih unggul secara merata. Abstract The rice seed system is a crucial component in supporting national food security and increasing agricultural productivity. This study aims to analyze the effectiveness of rice seed system governance, covering the production chain, distribution, and seed quality certification at the farmer level. The method used is a qualitative approach incorporating a literature review and in-depth interviews with key stakeholders. The results indicate that the timely, sufficient, and affordable availability of high-quality seeds (proven superior varieties) still faces constraints in supply chain logistics and local seed breeder institutional capacity. Strengthening quality control, digitalizing the certification system, and fostering solid partnerships between the government, seed producers, and farmer groups serve as the primary strategies to optimize the widespread adoption of superior seeds.
