Abstract
Availability of land is critical in maintaining food security, yet the conversion of productive agricultural land for other uses can still not be protected. Accurate data and information concerning the land conversion are needed. Central Statistic Agency or BPS as the main source of data has provided the land conversion data, which in many cases the accuracy is still under considerable debate. In recent years the satellite imagery has been used by many scientists to monitor detail land use change in varies purposes and scales. Series of Landsat TM of July 1992, July 1997, July 2001, December 2001, April 2002 and land use collected from BPS were used to monitor paddy fields conversion by delineating the recent area of cropping and harvesting in the northern coastal area of West Java in the districts of Karawang, Bekasi, Purwakarta, Indramayu and Subang. Analysis of satellite images provides accurate results in delineating spatial and temporal land use change. In the northern coastal area of West Java, as large as 11.355 ha of productive paddy fields has been converted to other uses during the period of 1992 t0 2001. As the rate of paddy fields conversion in the northern coastal area of West Java has been noted approximately 1.300 ha annually, as large as 26.000 ha of the productive paddy fields will disappear after 20 years. This condition is being a factor, which is very risky for food security development. To avoid this risky, land conversion control must be strengthen and the law enforcing the paddy fields conversion has to be implemented.
