Abstract
The implementation of animal disease surveillance in the Republic of Indonesia has varied challenges due to the large area that must be visited, the many islands and the unequal distribution of animal health resources in each region. By considering the condition of animal health status which must be determined every year, the implementation of surveillance must consider the availability of budget, number of personnel, timeline and technology so that implementation will be effective and efficient. The main objective of this project is to find out the overall status of animal diseases in the work area so that security and control strategies can be implemented effectively. The short term of the change project design begins with the formation of an effective team, then mapping the network of animal health resources in the work area, preparing technical instructions and integrated surveillance modules and disseminating technical instructions for integrated surveillance. In the medium term, implementing integrated surveillance involving animal health resources in 4 pilot project locus, distributing surveillance facilities and strengthening supporting infrastructure. The long-term project will implement integrated surveillance based on one health in the control and eradication of infectious animal diseases and the availability of technical guidelines for integrated surveillance of animal diseases that are used nationally. The public sector marketing strategy that will be implemented to encourage wider participation and utilization of the results of this change project is the 4P + 1C strategy which includes the product produced, namely in the form of "surakit wandu" technical instructions, price can be accessed freely, place, namely product channeling through stakeholders, promotion through various social media accounts of DIC Maros, and customers are all parties who use products which produced by integrated animal disease surveillance. The conclusion of this change project is that all short-term plans (milestones) have been implemented and for the medium-term plan there are two activities that have turned into short-term plans, namely the implementation of integrated surveillaPelaksanaan surveilans penyakit hewan di wilayah Republik Indonesia sangat bervariasi tantangannya dikarenakan luasnya daerah yang harus dikunjungi, berpulau-pulau serta ketidakmerataan sebaran sumberdaya kesehatan hewan pada masing-masing daerah. Dengan mempertimbangkan kondisi status kesehatan hewan yang harus ditetapkan setiap tahunnya maka pelaksanaan surveilans harus mempertimbangkan ketersediaan anggaran, jumlah personil, rentang waktu dan teknologi sehingga pelaksanannya akan efektif dan efisien. Tujuan utama dari proyek perubahan ini adalah untuk diketahuinya status penyakit hewan secara menyeluruh di wilayah kerja sehingga strategi pengamanan dan pengendalian dapat dilaksanakan dengan efektif. Rancangan proyek perubahan jangka pendek diawali dengan pembentukan tim efektif kemudian pemetaan jejaring sumber daya kesehatan hewan di wilayah kerja, penyusunan petunjuk teknis dan modul surveillans terpadu dan sosialisasi petunjuk teknis surveillans terpadu. Untuk jangka menengah melaksanakan surveillans terpadu dengan melibatkan sumberdaya kesehatan hewan di 4 lokus pilot project, terdistribusinya sarana surveillans serta penguatan infrastruktur pendukung. Proyek jangka panjang akan dilaksanakan surveillans terpadu berbasis one health dalam pengendalian dan pemberantasan penyakit hewan menular serta tersedianya juknis/pedoman panduan surveillans terpadu penyakit hewan yang digunakan secara nasional. Strategi marketing sektor publik yang akan diterapkan untuk mendorong partisipasi dan pemanfaatan secara lebih luas dari hasil proyek perubahan ini adalah strategi 4P + 1C yang meliputi product yang dihasilkan yaitu berupa petunjuk teknis "surakit wandu", price dapat diakses secara bebas, place yaitu channeling product melalui stakeholder, promotion melalui berbagai akun sosial media Balai Besar Veteriner Maros, dan customer adalah seluruh pihak yang menggunakan produk yang dihasilkan oleh surveillans penyakit hewan terpadu. Sebagai kesimpulan dari proyek perubahan ini adalah seluruh rencana jangka pendek (milestone) telah terlaksana dan untuk rencana jangka menengah ada dua kegiatan yang berubah menjadi rencana jangka pendek, yaitu terlaksananya surveillans terpadu di 4 lokus pilot project dan terdistribusinya sarana prasarana surveillans.nce in 4 pilot project locus and the distribution of surveillance infrastructure.
