Poverty reduction is one of the main agendas in national development. The government of Indonesia has made various efforts to reduce poverty through the Raskin/Rastra/BPNT Program, which was later transformed into the Sembako Program. This paper seeks to describe the history of poverty alleviation programs and the urgency and effectiveness of the Sembako Program in meeting the food needs of farming households. This paper is a scientific review with a qualitative descriptive analysis. The analysis results show that poverty alleviation has only changed from a food subsidy system (Raskin/Rastra) with an in-kind scheme to a food assistance system (BPNT/Sembako) with a non-cash scheme. The implementation of the Sembako Program in various regions has been quite effective, but its implementation has not fulfilled the 6-Right principles (target, quantity, time, price, quality, and administration). The main obstacle to achieving program targets is beneficiary families’ data, which have not been properly updated. Regarding food groups, the food assistance received by farmer households belonging to beneficiary families participants is quite diverse, but the quantity is decreasing over time. To accelerate poverty alleviation, the Focal Point must collaborate on various programs with other Ministries/Institutions to realise national development goals.
