Penelitian ini dilaksanakan pada bulan Agustus-No vem ber 2001 di dua daerah ur ban di Ja karta dan Bandung.Kegiatan survai dilakukan untuk menghimpun persepsi dan pengetahuan responden mengenai keberadaanpertanian ur ban, melalui wawancara menggunakan kuesioner. Responden sejumlah 39 orang (Ja karta) dan 41orang (Bandung) dipilih secara sengaja dari beberapa institusi terkait, perguruan tinggi, dan lembaga swadayamasyarakat. Hasil penelitian menunjukkan bahwa seluruh responden memberikan tanggapan positif terhadapkeberadaan pertanian ur ban. Sementara itu, jenis kegiatan yang menjadi preferensi sebagian besar responden adalahpengusahaan hortikultura (sayuran, buah-buahan, dan tanaman hias), tidak saja dari sisi produksi, tetapi juga termasukpengolahannya. Sebagian besar responden mendukung penempatan kegiatan pertanian ur ban hampir di setiap lokasiyang secara teknis memenuhi syarat dan secara ekologis maupun estetis tidak mengganggu/merusak atau mengarahpada kegiatan yang bersifat kontra produktif. Responden juga berpendapat bahwa sebaiknya ada ar eal khusus di daerahur ban yang dialokasikan maupun yang dilarang untuk kegiatan pertanian. Menurut persepsi responden, tanggung jawabpembinaan yang perlu dilaksanakan secara terpadu oleh institusi pertanian, penataan kota, dan perencanaan harusmeliputi (a) memberikan pelayanan penyuluhan dan bantuan teknis bagi pelaku pertanian ur ban, (b) mengidentifikasilokasi yang memungkinkan untuk kegiatan pertanian ur ban, (c) menyusun formulasi kebijakan atau peraturanmenyangkut kegiatan pertanian ur ban, (d) memonitor kegiatan pertanian ur ban, dan (e) melakukan registrasi danpemberian ijin untuk kegiatan pertanian ur ban. Namun demikian, pengamatan dan pengalaman pribadi respondenmengindikasikan bahwa peranan institusi terkait dalam melakukan fasilitasi pengembangan pertanian ur ban di Ja -karta dan Bandung masih perlu terus ditingkatkan. Dua isu penting yang dipersepsi responden membatasiperkembangan pertanian ur ban adalah isu akses dan ketersediaan lahan, serta isu kelembagaan berhubungan dengandukungan kebijakan, regulasi, dan perencanaan. Strategi promosi yang harus dilakukan oleh berbagai instansi terkait(pertanian, penataan kota, dan perencanaan) menurut pendapat responden pada dasarnya, mengarah pada berbagaiupaya untuk melembagakan (institutionalization) pertanian ur ban ke dalam perencanaan pengembanganperkotaan. Secara berurutan, responden berpendapat bahwa prioritas tindakan yang perlu dilakukan berkenaan denganpengembangan pertanian ur ban adalah (1) menetapkan kebijakan yang jelas mengenai keberadaan pertanian ur ban sertaketerpaduannya dengan perencanaan pengembangan perkotaan yang dituangkan ke dalam peraturan daerah, (2)melakukan sosialisasi pertanian ur ban ke semua tingkatan masyarakat, tidak saja menyangkut potensi manfaatnya,tetapi juga mengenai kemungkinan dampak negatifnya (ekonomis dan ekologis), (3) memberikan pelatihan/penyuluhanteknologi tepat guna untuk mendukung kegiatan produksi, pengolahan, dan pemasaran beserta pro grampercontohannya, dan (4) memberikan fasilitasi, terutama kemudahan memperoleh lahan garapan dan kredit, kepadapelaku pertanian ur ban.Pub lic per -cep tion of ur ban ag ri cul ture ex is tence in Ja karta and Bandung. Re sults in di -cate that all re spon dents show pos i tive opin ion and re sponse with re gard to the ex is tence of ur ban ag ri cul ture.Ag ri cul tural ac tiv ity pre ferred by most re spon dents is hor ti cul ture (veg e ta bles, fruits, and ornamentals), not onlyfrom pro duc tion side, but also on pro cess ing. Most re spon dents sup port all lo ca tions that sat isfy the tech ni cal re -quire ments for car ry ing out ag ri cul tural ac tiv i ties as long as they are eco log i cally and aes thet i cally sound. Re spon -dents sug gest not only the al lo ca tion of spe cial area for con duct ing ag ri cul tural ac tiv i ties, but also the pro hi bi tionof par tic u lar area to be used that may lead to coun ter pro duc tive ac tiv i ties. Most re spon dents per ceive that the re -spon si bil ity for guid ing the de vel op ment of ur ban ag ri cul ture should be car ried out as an in te grated ef fort from ag -ri cul tural and city plan ning of fices that may in clude (a) pro vid ing ser vices, ex ten sion, and tech ni cal as sis tance tour ban ag ri cul ture ac tors, (b) iden ti fy ing lo ca tions most fea si ble for ur ban ag ri cul ture ac tiv i ties, (c) for mu lat ingpol i cies or legislations to reg u late ur ban ag ri cul ture ac tiv i ties, (d) mon i tor ing ur ban ag ri cul ture ac tiv i ties, and (e)con duct ing reg is tra tion and pro vid ing per mits for ur ban ag ri cul ture ac tiv i ties. How ever, re spon dents’ per sonal ob -ser va tion and ex pe ri ence in di cate that the ef fec tive ness of these in sti tu tions in car ry ing out their roles still needssome im prove ments. Two im por tant is sues con sid ered im por tant by most re spon dents that may limit or ham per thede vel op ment of ur ban ag ri cul ture are land ac cess/avail abil ity and in sti tu tional as pects re lated to pol icy, reg u la tionand plan ning sup ports. Most re spon dents per ceive that the pro mo tion strat egy of ur ban ag ri cul ture should beaimed at in sti tu tion al iz ing the in te gra tion of ur ban ag ri cul ture plan ning into ur ban/city de vel op ment plan ning.There are some pri or ity ac tions re spec tively sug gested by re spon dents in de vel op ing ur ban ag ri cul ture, those are(1) formulating clear policies regarding the existence of urban agri culture and its integration to the city development planning that is documented in regional legis lation/regulation, (2) socializing the existence of urban agri culture to alllev els, not only its po ten tials, but also its neg a tive im pacts, eco nom i cally, and eco log i cally, (3) pro vid ing train ing/ex -tension on appropriate technol ogy to support production, processing and marketing activities, including its dem onstra -tion programs/plots, and (4) providing facil itation, especially access to land and credit to urban agri culture producers.
